New Zealand did not give an inch on its nuclear-free legislation, which the United States quietly accepted, reflecting the superpower's waning influence, an international security expert says.
Prof Robert Patman, of the University of Otago, said for him the most fascinating disclosure of the NZ WikiLeaks cables so far was the apparent acceptance by the US after the 2005 election that New Zealand would not budge on the nuclear issue.

The University of Otago will confer the honorary degree of Doctor of Science on one of its most eminent scholars, Emeritus Professor Jim Flynn, at a graduation ceremony this Saturday.
Vice-Chancellor Professor David Skegg says Professor Flynn's scholarship in areas including intelligence research, the "race and IQ" debate, and the defence of humane ideals has earned him international renown.
"In particular, his discovery and clarification of the large gains in IQ over time in many countries, which became known as the 'Flynn Effect', is widely acknowledged as a seminal contribution in the area of intelligence research," Professor Skegg says.

University of Otago scholar Emeritus Prof Jim Flynn is urging university students to read more works of great literature to overcome a "love-of-reading deficit" arising from teenage culture.
Prof Flynn was awarded an honorary doctor of science degree by the university at a capping ceremony at the Dunedin Town Hall on Saturday and gave the graduation address.

With changes to Dunedin's ward system creating a large urban ward for the central city, sitting councillors and new candidates are reviewing their options for the campaign ahead. David Loughrey reports.
Success in politics rests heavily on having a name that voters recognise.
While that has always been the case, changes to the ward system in Dunedin this year will mean more candidates to choose from across a wider area.
University of Otago political studies lecturer Associate Professor Janine Hayward says those choices will be made in an environment where many people do not put in the work to inform themselves about the candidates and the issues.
"Regardless of what they're saying, candidates just need to be known," Assoc Prof Hayward said.

The Politics Department at Otago is happy to announce the appointment of a specialist on China and Security Studies to our growing number of staff. Dr Nicholas Khoo will join us in Jan 2011, and will present a 300-level paper on Chinese Foreign Policy during the second semester of 2011.
Nicholas has a B.A. Hons (University of California), an M.A. (Johns Hopkins), and a PhD. (Columbia). His research interests cover Chinese foreign policy, the international relations of Asia, international relations theory, and international security. He was previously Lecturer in International Relations and Director of the MA Programme in International Relations and Security at the University of Liverpool (UK), and has held a visiting faculty appointment at the Chinese Foreign Ministry's Foreign Affairs University in Beijing. His most recent publication, entitled Collateral Damage: Sino-Soviet Rivalry and the Termination of the Sino-Vietnamese Alliance (1964-1991), will be published by Columbia University Press.

The Department has had its best year so far in terms of completed PhDs. Four successful candidates received their doctoral degrees at the Graduation ceremony on 16 December, while a fifth will receive his degree early in 2010. In addition, the University of Otago has decided to award an honorary doctoral degree to Prof Jim Flynn, an emeritus professor in the Department.
The successful doctoral students (and the themes of their theses) are:

Andreas Reitzig (Transtasman perceptions of defence and defence cooperation).
Marjolein Righarts (Natural disasters and civil conflict).

NZ troops in Afghanistan Breakfast speaks to international relations professor Robert Patman about the situation for our troops in Afghanistan, after they came under fire from insurgents.
Otago's strong participation at the annual conference of the New Zealand Political Studies Association, 29 November -- 1 December 2009
Staff and students of the Department of Politics will again in large numbers participate at the NZPSA annual conference, to be held in Auckland from 29 Nov to 1 Dec 2009. Making sixteen appearances in total, the most of any university in New Zealand, Otago's contingent will deliver papers on Political Philosophy, New Zealand politics, and International Relations, and take part in a number of roundtable discussions on political marketing, teaching Politics, and Maori political representation.

On the evening of 9 November 1989 thousands of East Berliners converged at Bornholmer Strasse and demanded the immediate opening of the border that separated East from West Germany. Although the East German government had passed an act lifting travel restrictions for East Germans, their plan was to gradually introduce the new regulations.
The people of East Germany could not wait, however, and in dramatic scenes they started to clamber over the Wall that separated East and West Berlin since 1961. In the process, they changed the history of Germany, of Europe, and of the world forever.
On November 9, the Department of Politics and the German Programme of the Department of Language and Cultures, with assistance from the German Embassy in Wellington, held a commemorative conference attended by a range of International speakers. They included Dr Mary Fullbrook (University College, London), Prof Ruediger Steinmetz (University of Leipzig), Prof Michael Zuern (Science Centre for Social Science Research and Hertie School of Governance, Berlin), and literature, politics, and history experts from Australia and New Zealand.
Contributors focused on the consequences of reunification of Germany since 1989, both in terms of how individuals and households reacted to the change, and how the state and economic interest groups adjusted.

International Relations expert Professor Rob≠ert Patman of the University of Otago Discusses how much damage the goal of achieving democracy in Afghanistan has done.
The Department of Politics at the University of Otago will have a special visiting lecturer for its upcoming Summer School session.
Professor Stan Taylor, one of America’s leading experts on intelligence and counterintelligence will teach a course (POLS 331) entitled “U.S. Intelligence and National Security".
He brings a unique combination of high-level policy experience as well as years of teaching experience. Taylor was one of the first senior staff members of the U.S. Senate Intelligence Committee. He played a key role in drafting the Foreign Intelligence Surveillance Act (FISA) of 1978, the controversial legislation that President George W. Bush decided to ignore in the wake of 9/11. Taylor also worked on several significant pieces of legislation, including the Agent Identities Act, and prepared several highly classified studies for the Senate. In 1979, he staffed a Senate Committee trip to Moscow to discuss a pending disarmament treaty between the Soviet Union and the U.S. That trip included a meeting with the aging Soviet ruler, Leonid Brezhnev.
He has published widely and has a chapter in each of three leading Handbooks on Intelligence including the upcoming Oxford Handbook on National Security Intelligence. Taylor has won “best teacher” awards at Bentley College in Boston and Brigham Young University in Utah.
He has also taught at the University of Wales at Swansea and the University of Kent in Canterbury. In 1993 he was a Senior Fulbright Lecturer at the University of Otago and was also a visiting professor here in 2006.
