Abstract

Climate change is creating an exponential risk to property in the form of both increasing exposure to hazards and accumulative slow-onset damage. The recourse to remedy for exposed communities is currently unclear. This research explores the obligations between exposed communities, the Crown, and government. It develops this by explaining how strong consensus by institutions regarding these obligations in could play an important role in any eventual litigation
