The research is funded jointly by the HRC and Ministry of Health. It will describe the development of primary health organisations and assess the extent to which the objectives of the national Primary Health Care Strategy have been achieved. The research consortium is drawn from across the country and will be using interview and survey data to develop an analysis of the organisational development of PHOs. Register data from PHOs will be used to assess improvements in access, some improved intermediate outcomes and changes in expenditure levels and patterns.
