Abstract

One of the significant changes following the announcement of the health reforms in 1991 was provider initiated restructuring of the primary care sector. This project examines a major component of that restructuring, the formation and development of independent practitioner associations. This research uses interviews with IPA leaders and other key informants and a national survey of GP members of IPAs to understand the process of organisational change and the impact of this on GP autonomy.
