Born and raised in Dunedin, Fran Cockerell is Tokelauan. Her mother (Senia) was born and raised on the island of Nukunonu to Elena and Nikolao. With strategic, operational management and organisational skills honed through experiences at the Ministry of Justice, the Dunedin School of Medicine, and her community roles, she plays a pivotal role as the manager of the Va’a o Tautai – Centre for Pacific Health.

Fran completed a Bachelor of Applied Management in 2016, she is currently pursuing a Doctor of Business Administration at the University of Otago.

Fran joined the VOT team in 2017. Her dedication to Pacific success and wellbeing are rooted in the Tokelauan cultural practices of inati and whatupaepae. This is evident in her engagements with both staff and students, ensuring they feel supported, engaged, and benefit from university resources. Fran is passionate about keeping the Tokelauan culture alive and has served her Dunedin Tokelauan community as Vice President (2020 – 2024). Fran continues to serve her community through active engagement and pastoral support.
