What makes a public health response to a pandemic ethical or unethical? How can an action be ethical in one country but unethical in another? Dr. Thomas will describe five factors that shape how a country should respond to a pandemic: the biology of the organism, the state of the epidemic, what was known when, cultural values, and trust.
