Research Interests and Activities  

Louise has worked in the health sector for most of her working life (in particular at the Ministry of Health) with a focus on public health as well as mental health. She has been a senior lecturer at the University of Otago, Wellington, since 2009. She has a Masters in law, specialising in international law. Interests include public policy, public health, law, international/global health, and public health ethics. In public health Louise has focused primarily on the law and ethics of communicable disease, pandemic and emergency issues; in addition to noncommunicable disease challenges arising from tobacco and alcohol, all of which have international and globalised dimensions.

Since 2018, Louise has also undertaken work on the implications of tax law for health and equity.

During 2020–2021 she undertook research on the legal frameworks for addressing COVID-19, resulting in a book published by Thomson Reuters in December 2021, Covid and the law in Aotearoa New Zealand.
