Professor Robin Gauld, of the Centre for Health Systems, Department of Preventive and Social Medicine, has stated that an independent review of the population-based health funding formula is necessary to determine if there is systematic constraining of the Southern District Health Board. His comments come as the Government is preparing an in-house review of funding arrangements.
