Research summary

Double Energy Vulnerability (DEV) describes the concept of vulnerability to energy hardship (also known as energy poverty or fuel poverty) and transport poverty.

There is growing recognition of the significance of this phenomenon internationally, including of the health, wellbeing and equity challenges. In the context of decarbonisation and the net zero transition, it is vital that energy and transport policy are designed and delivered to address health inequities and protect those at risk of DEV.

Through a qualitative research project seed funded by the Otago Energy Research Centre, this project explores the role of policy in addressing DEV in Aotearoa New Zealand. We are also in the process of developing a community of practise to further develop the research and action agendas on this topic.
